Most of the items in this Wikidelphia WCS top category are Philadelphia neighborhoods. Exceptions are noted or obvious, for example, if the item you're looking at is obviously the name of a state or foreign country, or if it has a two-letter state abbreviation or the word "County" at the end of it.
'''Category:Where''' refers to where something is provided or located.

Philadelphia is known as a city of neighborhoods. This is not always reflected well online. As part of Wikidelphia's "new dimension", the Category:Where addresses this problem by making most of its subcategories be names of neighborhoods or districts of Philadelphia. Wikidelphia will increasingly become searchable by neighborhood as more editors add neighborhood Categories to their entries.

When you're making or updating Wikidelphia entries, you may occasionally find it hard to pick a '''Where''' category because two or more categories are just as applicable. For example, an organization has two offices in two different neighborhoods. Some neighborhood place names actually overlap, for example, some locations in Center City East are also in Old City. So if more than one '''Where''' category is definitely applicable, go ahead and use both or all of those applicable categories.
