The Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) gives the following descriptive information:

The goal of Philadelphia's Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) is to help individuals realize their goals and attain the highest quality of life possible. DBHIDS works with persons recovering from mental health and/or substance use, individuals with intellectual disabilities, families, community members and service providers to ensure that high quality services are accessible, effective and appropriate. DBHIDS is committed to developing a system of care that is data-driven, employs evidence-based practices, promotes cultural competence and eliminates health care disparities.

DBHIDS contracts with Community Behavioral Health (CBH), the city’s quasi-public behavioral health managed care organization, to administer behavioral health care services for the city’s approximately 470,000 medical assistance recipients under Pennsylvania’s HealthChoices behavioral health mandatory managed care program. This integrated behavioral health system annually serves more than 100,000 people who are eligible for medical assistance, as well as those who are uninsured or underinsured.

DBHIDS has been actively transforming Philadelphia's behavioral health system for the last 10 years (2005-2015). This system transformation is rooted in approaches that promote recovery, resilience, and self-determination, and build on the strengths and resilience of individuals, family members, and other allies in communities that take responsibility for their sustained health, wellness, and recovery from behavioral health challenges.

Because of the successful DBHIDS transformation initiative over the last decade, people with behavioral health conditions and intellectual disabilities now not only live in communities but are a part of their communities. As the natural continuation of DBHIDS’ transformation of its behavioral health and intellectual disability service system, DBHIDS has now adopted a population health approach to create communities in which every member — not just those who seek out health services — can thrive.
