There are several ways in the Philadelphia area to donate a computer.
Places to donate
Goodwill Industries and Best Buy have arranged computer drop-off locations in the area.
The TechSoup Donate Hardware List can arrange to route large lots to appropriate organizations.
Many small computer repair shops will take used computers and refurbish them for sale.
Single working computers can be posted via Philadelphia Freecycle.
Security
In all cases the donor should either keep the donated computer's hard drive or ensure that the receiver will erase the data that is on that hard drive. NTR, for example, separates the hard drives from the computers upon receipt, and completely re-images them before any use.
