The Guardian Civic League Philadelphia Chapter gives the following descriptive information:

To increase the awareness of the community, to be the conscience of the Criminal Justice System, and to enhance the quality of life in the African American Community.

As President of the Guardian Civic League Rochelle has developed the following programs to assist with bridging the gap between the Police Department and the communities.
