The Guardian Civic League Philadelphia Chapter gives the following descriptive information:
To increase the awareness of the community, to be the conscience of the Criminal Justice System, and to enhance the quality of life in the African American Community.
As President of the Guardian Civic League Rochelle has developed the following programs to assist with bridging the gap between the Police Department and the communities.

- Summer Enrichment Program.
- Promotional Study Classes.
- Police Recruitment Drive.
- Officer Appreciation Day.
- Lauretha Vaird Memorial/Scholarship.
- Computer Fashion Design Classes.
- Monthly Shelter Empowerment.
- Annual Family and Friends Cookout.
- Bookbag and School Supplies Giveaway.
- Education Scholarships for Adults and Youth.
- Adopted Shelter Toy/Coat Giveaway and Holiday Celebration.
