PICO National Network introduces itself with the line, "Unlocking the Power of People", and gives the following descriptive information:

PICO is a fast-growing network, with affiliates in 17 states and in Central America and Rwanda. While PICO organizations are rooted in local communities, affiliates actively work together to impact state and national level policy. PICO has an office in Washington, D.C. to facilitate national campaigns.

PICO affiliates are independent non-profit organizations made up of religious congregations, schools and neighborhood institutions. Each institution in a PICO affiliate pays membership dues and organizes its own local organizing committee made up of volunteer community leaders.

This organization has its corporate offices in Oakland, California.
