The Philadelphia Youth Leadership Council is described by Michael Rice as follows:
The Philadelphia Youth Leadership council is an incredible group of young people between the ages of 13 to 24 years old who come together to develop their leadership potential. They learn how to meet and develop relationships with other leaders, create video PSAs on teen challenges, and produce a major citywide conference.
